3.2.1 The SWLP is predicated on the concept of 20-minute neighbourhoods. New
infrastructure is being planned to ensure this goal is met for new residents which in turn
will benefit existing residents. Where journeys do need to be made, active travel is
encouraged through the provision of walking, cycling and public transport
infrastructure. This includes safeguarding existing infrastructure as well as proving new
