Site Size 117.27ha
Summary This site is to be released from the Green Belt and allocated as a
strategic site of sub-regional and regional significance to support
the growth of the advanced manufacturing and engineering sector
and associated innovation activities. This strategic focus reflects
the Plan’s evidence and the site’s inclusion as part of the West
Midlands Investment Zone.
The site provides a particular opportunity to support growth in
battery manufacturing for electric vehicles, the wider battery
lifecycle and associated supply chain, broader advanced
manufacturing and engineering uses and innovation activities,
including scalable space for research and development, incubation
and associated business support. It can also deliver warehousing
and logistics space.
Key
Development
and Land Use
Requirements
Appropriate uses are considered to be those that fall within the E(g),
B2 and B8 use classes. However to retain and protect the site’s
strategic focus on supporting economic activities associated with
advanced manufacturing and battery production:
at least 60% of the E(g) and B-class floorspace on the site should be
developed for industrial or R&D uses, comprising use classes
E(g)(ii), E(g)(iii) and B2;
• development of B8 floorspace will not exceed 40% of the
total employment floorspace on the site. Development of XL
B8 units of over 32,500 sq.m will not be supported unless
they are ancillary to or associated with a manufacturing use.
• applications for development should include a marketing
strategy illustrating how the site will target investment in
battery production, advanced manufacturing and
engineering and associated innovation activities;
• The provision of everyday services which are ancillary to and
support the business use will also be acceptable in principle.
The scale of such uses should be justified and limited to
serving the employment land at this location.
The site should be brought forward in a comprehensive manner.

Funding
Requirements
• A comprehensive transport strategy is required which
addressed measures and investment to optimise walking,
cycling and public transport use and provide infrastructure
for EV charging, from first phases of development
Urban Design
Principles
• There is a requirement for high quality design and
landscaping which responds to the site context and seeks to
limit impacts on the settlement of Baginton and the heritage
assets within it. Development will be expected to be
designed and delivered in line with the recommendations set
out in the SWLP Landscape Assessment and/or the
Warwickshire Landscape Guidelines and the latest heritage
assessments.
Active Travel
Requirements
• Provision of cycle parking in accordance with published
standards
• Financial contributions towards off-site walking and cycling
improvements including to the Baginton Gateway at Rowley
Road, to the A45/A46/A444 Stivichall Junction, links from the
south at Stoneleigh and Bubbenhall, Howes Lane, and within
the A45 Corridor.
Access,
Highways and
Public
Transport
Requirements
• Delivery of on-site highway and transport improvements as
agreed with Warwickshire County Council and Coventry City
Council. This is expected to include the delivery of access via
Rowley Road, Silver Eagle Way and Bubbenhall Road.
• Delivery of highway improvements and financial
contributions (such junction alterations, road widening,
traffic calming, pedestrian crossings and signalisation) in
accordance with local highway authority requirements. This
includes traffic mitigation contributions towards delivery of
schemes in Baginton village and for the wider North
Kenilworth/South of Coventry area. Provision of on-site bus
infrastructure and contributions to deliver frequent bus
services to serve the allocation
• Financial contributions towards other transport
improvements as specified in the Infrastructure Delivery Plan
and/or Strategic Transport Assessment
Environmental
Health
Requirements
• Adequate noise, air quality and light pollution mitigation
measures will be required to mitigate impacts associated
with the operations on site. This will include provision of
adequate buffers and stand off zones where required.
• Submission of a contaminated land assessment and strategy
for remediation as required
Historic
Environment
Requirements
• High quality design and landscaping which responds to the
site context and seeks to limit impacts on the settlement of
Baginton and the heritage assets within it (including Baginton
Conservation Area, listed buildings and scheduled
monuments).
Flood Risk,
Drainage and
Water Supply
A comprehensive Flood Risk Assessment and Drainage Strategy is
required for the development which will:
• Address areas at risk of ground and surface water flooding (in
agreement with the relevant lead local flood authority);
• Integrate sustainable surface water management through the
site throughout the lifetime of the development;
Climate
Change
• Development will be required to be designed and delivered in
accordance with sustainable design and construction
principles set out in the climate change policies.
Development will be expected to maximise opportunities for
micro energy generation including through rooftop solar
panels on buildings or structures.
Biodiversity
and Green &
Blue
Infrastructure
• The development will deliver a comprehensive network of
green and blue infrastructure spaces and corridors, based on
the landscape character of the site, which will enhance the
attractiveness of the development and sustain a sense of
place, promote a sense of community and social interaction
among employees and encourage health and well-being
• Development will be required to retain, enhance and
incorporate existing natural assets where possible
• A minimum of 10% biodiversity net gain will be required
either though on-site provision or to deliver habitat creation
or enhancement in a suitable location off-site through
financial contributions.

Space
• Delivery of public open space on site in accordance with the
requirements and standards
