Proposal STR.1 ~ Requirements
Stratford-upon-Avon North
Location Clopton Quarter (Northwest Stratford-upon-Avon) & Stratford-
upon-Avon Park and Ride.
Site Size 37.67 hectares (green belt)
Summary The vision for Clopton Quarter is to deliver a distinctive new
residential community of a minimum of 777 new high-quality
homes and provide a new education facility to meet the needs
of the town. The scheme will respond to the Vale Orchard
landscape character, re-introducing local heritage fruits in new
orchards, restoring and strengthening field patterns, creating
pedestrian and cycle routes, and creating a new gateway to
the Welcombe Hills Country Park.
This allocation also includes development at Stratford-upon-
Avon Park and Ride and would offer approximately 139, higher
density dwellings, a 2-storey decked car park to retain the
existing car parking capacity, cycle parking and ancillary uses.

Urban Design
Principles
• Reduced density and suitable setback at northeast
edge of site as it meets the new green belt boundary.
• Suitable measures must be in place along the
northwest edge of the site to mitigate noise and
pollution from the A46.
• Built development to avoid the existing copse at the
centre of the site.
• Residential development to be effectively integrated at
gateway to new country park connection
• Proposals will be expected to follow the 20-minute
neighbourhood concept where most daily needs can be
met within a short active travel trip with car use
minimised.
Stratford-upon-Avon Park and Ride
• Residential development kept to the east of the site,
allowing the decked car park to provide noise buffering
at the edge of the A46 to the northwest.
• Decked car park and residential building to be of high
quality design and accommodate ground floor ancillary
use.
• Separate Park and Ride traffic from residential access
and servicing.
• Ensure sensitive integration with existing residential
development.
• Provide coherent and safe pedestrian movement
throughout the site linking to surrounding
footpath/cycle network.
Active Travel
Requirements
• New pedestrian and cycle routes across site, linking to
existing provision in the surrounding urban area
Access, Highways and
Public Transport
Requirements
• Primary vehicular access via new roundabout to the
eastern boundary of the A46.
• Separate vehicular access off Birmingham Road serving
smaller portion of site.
• Emergency vehicular access provided off Highfield
Road.
Stratford-upon-Avon Park and Ride
• Primary vehicular access to Park and Ride via existing
access at Bishopton Lane.
• Primary vehicular access to residential development
via separate access further south of Bishopton Lane.
Environmental Health
Requirements
• Noise and air pollution from A46 tobe mitigated
through an appropriate level of setback and screening
Historic Environment
Requirements
• Development proposals must consider their impact in
relation to the following nearby heritage assets and
must be sensitive to the presence of them and avoid
substantial harm:
o Grade II Listed Clopton House lies to the east of the site
with associated Grade II features at its western
curtilage.
o A small collection of Grade II buildings within the urban
area to the southwest including Bishopton House, The
Lodge, The Limes and Linden House.
o Non designated Clopton Park immediately adjacent
(south-east and north-east) of the site.
Flood Risk, Drainage
and Water Supply
• All proposals must be prepared in accordance
with Policy ID.9 – Reducing Flood Risk.
• Applicants will be expected to work positively with
Severn Trent Water, and ensure that appropriate
measures are in place at Stratford – Milcote sewage
treatment works to facilitate the development's
progress.
• The site is partially located within Flood Zone 2 and 3;
proposals will be expected to account for this
through appropriate design and SuDs application.
Climate Change • All homes will be required to engage in sustainable
design and construction, including the use of
renewable and low-carbon energy, in accordance
with Policies NZ.1 - Operational Net Zero in New
Residential Buildings, NZ.3 Embodied Carbon and NZ.5
Climate Resilient Design.
Biodiversity and Green
& Blue Infrastructure
• Proposals will be required to maintain and enhance,
where possible, existing landscape features with
biodiversity value, in particular mature trees and
hedgerows.
• If this is not practicable, to enable
the timely and viable delivery of the development,
mitigating features should be provided on-site, with a
biodiversity net gain delivered in line with national
policy and the relevant BNG policies laid out elsewhere
in the SWLP .
Public Open Space • Proposals will provide public open space in accordance
with the standard sets out in Policy ID.14offering
diverse typologies for recreation and amenity.
• Proposals will provide sensitive integration with
the Welcombe Hills Country Park.
