8.18 Proposal STR.2- Stratford-upon-Avon – Land to South- east Proposal STR.2 ~ Requirements Southeast of Stratford-upon-Avon Site Size 174.45 ha Summary Land Southeast of Stratford-upon-Avon will deliver a residential-led development of a minimum of 2,727 new homes. The development will include a new secondary school, 2 new primary schools, a new spine road through the site, mobility hub, multiple area of public open space and supporting social infrastructure. Timescale 2030/31 – 2048/49 Key Development and Land Use Requirements • Housing: the delivery of approximately 2,727 dwellings in the period to 2050 comprised of a mixture of sizes and types of dwellings, in line with the latest Strategic Housing Market Assessment (SHMA). • Community & Leisure:  Convenience and community facilities.  Mobility hub.  Accessible links to the existing Rosebird Centre. • Education:  2 new primary schools (2FE/3FE).  1 new secondary school (6FE). • Health:  On-site health facility within local centre. • Highways/Connectivity:  Delivery of a new spine road through the site connecting Shipston Road and Banbury Road. • Public open space:  Multiple areas of public open space across site.  Larger area of BNG focused public parkland to the east. • Other  15 Pitches for Gypsies and Travellers at 0.05ha per pitch. Infrastructure Funding Requirements • Funding contributions towards local community facilities and health services where necessary. Urban Design Principles • A consolidated Masterplan must be prepared for the whole of the allocated site. • Development blocks to deliver minimum densities of 40 dwellings per hectare (net). Higher densities will be considered appropriate within areas identified for neighbourhood centres and key community facilities. • Proposals will be expected to follow the 20-minute neighbourhood concept where most daily needs can be met within a short active travel trip with car use minimised. • Development will be expected to be designed and delivered in line with the recommendations set out in the SWLP Landscape Assessment and/or the Warwickshire Landscape Guidelines. In particular development should:  Ensure development does not result in any perceived coalescence between Stratford-upon- Avon and Clifford Chambers and retain a rural buffer function.  Ensure development maintains separation between Tiddington and the eastern edge of Stratford-upon-Avon.  Protect the open and undeveloped skyline by restricting building heights and avoiding visually prominent development on the sloping landform on the valley sides, particularly on Alveston Hill and protect views facing south towards Meon Hill. Access, Highways and Public Transport Requirements • Land east of Shipston Road – two main access points to be taken from Shipston Road, likely via two, 3-arm roundabouts. • Land north and south of Banbury Road – main access to be taken from Banbury Road. • Delivery of a new link road through the site connecting Shipston Road and Banbury Road with a potential further access north onto Pimlico Lane. • Significant upgrades to Pimlico Lane. Active Travel Requirements • Pedestrian and cycle connections within the development via safe, direct and convenient active travel networks based around existing rights of way and new green corridors. • New connections to take advantage of and provide easy access to existing strategic cycling routes to nearby settlements (such as that along Banbury Road to Stratford-upon-Avon and utilising former railways). • Footpath connections to existing development at Sonnet Park. Historic Environment Requirements • Development proposals must consider their impact in relation to the following nearby heritage asset(s) and must be sensitive to the presence of them and avoid substantial harm:  3 x Grade II listed building at Alveston Hill Farmhouse. Flood Risk, Drainage and Water Supply • Develop a surface water drainage strategy which adequately deals with any additional surface water run off generated by the development. • An assessment of sewerage capacity will be required in consultation with Severn Trent Water. If required, there may be a need to facilitate upgrades to sewage treatment capacity at Stratford- Milcote Treatment Works. Biodiversity and Green Infrastructure • Retain and enhance existing hedgerows and tree belts. • Bridgetown Woodland and Meadows to be protected as a potentially allocated local nature reserve. Development should not result in the loss or deterioration of this site nor prevent its future designation. • The disused railway line running southwest from Trinity Way is identified as a potential local wildlife site and should also be protected. • A dedicated BNG focused public area of open space at land to the east of Boundary Lane. Public Open Space • Multiple areas of local open space to be provided across the allocation including areas for recreation and children’s play. • Central high point and woodland at land east of Stratford-upon-Avon to remain green space, allowing views of the surrounding area and provide further ecological value. • Larger area of BNG focused public parkland to the east. Other Constraints The development will demonstrate a clear strategy for responding to the National Gas Transmission high- pressure gas pipelines present within the site which provides evidence on how the National Gas
