8.19 Proposal STR.3 – Stratford-upon-Avon – Land to West Proposal STR.3 ~ Requirements Stratford-upon-Avon – Land to West Site Size 64 hectares Summary Development at West Shottery will aim to complement the emerging Shottery View development and support the comprehensive and coordinated development of the west of Stratford-upon-Avon. It will include the delivery of a large community park, which will be a valuable new asset for the town. Timescale 2028/29 – 2036/37. Key Development and Land Use Requirements Site A: West Shottery β€’ Housing: the delivery of a minimum 687 dwellings in the period to 2050 comprised of a mixture of sizes and types of dwellings, in line with the latest Strategic Housing Market Assessment (SHMA). β€’ Proposals will be expected to follow the 20-minute neighbourhood concept where most daily needs can be met within a short active travel trip with car use minimised. β€’ Public Open Space: extension to the existing community park to the east of the site, adjacent to Shottery Conservation Area. β€’ The provision of a community hall and local retail facilities. β€’ An area of safeguarded land at the western edge of the site to accommodate the proposed Stratford-upon- Avon Bypass route. Site B: Land North of Evesham Road β€’ Housing: the delivery of up to 130 dwellings in the period to 2050 comprised of a mixture of sizes and types of dwellings, in line with the latest Strategic Housing Market Assessment (SHMA). β€’ Public Open Space: c.3ha of open space to the west of the site incorporating play areas and green infrastructure. Infrastructure Funding Requirements β€’ Education and healthcare contributions, aligned with local needs. β€’ Integration with wider Biodiversity Net Gain (BNG) initiatives. Urban Design Principles Site A: West Shottery β€’ Built development to be kept to the north to avoid any adverse impact on the setting of Shottery Conservation Area. β€’ Planting and green space around the perimeter of the site. β€’ Masterplanning and design to carefully consider the area of safeguarded land required for the Stratford- upon-Avon bypass. Site B: Land North of Evesham Road β€’ Built development to be kept to the eastern edge of site, set back from southern boundary. β€’ Open space located to be located at western edge of site and additional green buffer at northern and southern perimeter. Active Travel Requirements Site A: West Shottery β€’ New pedestrian and cycle routes to be provided across site, linking to existing provision in the surrounding urban area and utilising the existing public rights of way. β€’ Pedestrian/cycle crossing points along the Shottery Relief Road. Site B: Land North of Evesham Road β€’ Pedestrian links to be provided through site linking to the existing public right of way to the north. Access, Highways and Public Transport Requirements Site A: West Shottery β€’ Primary vehicular access from Shottery Relief Road. β€’ Emergency access via the existing track from Cottage Lane to Hansell Farm. β€’ An area of land at the western edge of the site, shown on the proposals map will be protected to accommodate the proposed Stratford-upon-Avon Bypass route in accordance with Policy ID.4. Site B: Land North of Evesham Road β€’ Primary vehicular access and separate emergency access both from Evesham Road. Historic Environment Requirements β€’ Development proposals must consider their impact in relation to the following nearby heritage assets and must be sensitive to the presence of them and avoid substantial harm: o Shottery Conservation Area. o Grade I Listed Anne Hathaway’s Cottage and associated Grade II Listed Registered Park and Garden. Flood Risk, Drainage and Water Supply β€’ Applicants will be expected to work positively with Severn Trent Water, and ensure that appropriate measures are in place at Stratford – Milcote sewage treatment works to facilitate the development's progress. Site A: West Shottery β€’ Some areas of surface water flooding at northwestern part of site to be mitigated through appropriate master planning, using attenuation basins to ensure appropriate, controlled discharge. Climate Change β€’ All homes will be required to engage in sustainable design and construction, including the use of renewable and low-carbon energy, in accordance with Policies NZ.1 - Operational Net Zero in New Residential Buildings, NZ.3 - Embodied Carbon and NZ.5 - Climate Resilient Design. Biodiversity and Green & Blue Infrastructure β€’ Proposals will be required to maintain and enhance, where possible, existing landscape features with biodiversity value, in particular mature trees and hedgerows. β€’ If this is not practicable, to enable the timely and viable delivery of the development, mitigating features should be provided on-site, with a biodiversity net gain delivered in line with national policy and the relevant BNG policies laid out elsewhere in the SWLP .
