Requirements
• Residential: A minimum of 655 dwellings to be delivered within
the plan period.
• The housing mix will include an appropriate provision of
affordable housing in accordance with policy DS.4, self-build
and custom housing and other unit types to meet local needs.

to accommodate a 2 Form of Entry primary school.

Infrastructure
Funding
Requirements
Education:
• Contributions will be required to ensure that there is sufficient
secondary education capacity in the area to support the growth
in local needs resulting from the development.
• Land will be safeguarded with the potential to provide a 2 form of
entry primary school, should it be required by the relevant
education providers.
Transport:
• Contributions to mitigate any adverse highways impacts
identified.
Developer contributions will be required to help fund wider public
transport and cycle and footway infrastructure (including a bridge
across the Tachbrook and bridge across Europa Way) to link into wider
Bishops Tachbrook and the existing footpath network.
Development proposals will be required to contribute to the South of
Leamington Sustainable Transport Corridor improving connections to
Leamington via Europa Way in accordance with SWLP Policy ID.5.
Healthcare, Education and Community Facilities:
• Contributions towards healthcare provision. Provision on site of
a variety of public open spaces in line with the requirements of
the local authority.
• Provision of land for a local centre and community building.
Development proposals will be required to contribute to the South of
Leamington Sustainable Transport Corridor improving connections to
Warwick via Warwick Parkway in accordance with SWLP Policy ID.5.
Urban Design
Principles
• Compliance with the relevant housing design principles and
design code policies set out in Policy DS.19, alongside site-
specific requirements relating to connectivity, future road
layouts and phasing, to support the creation of a sustainable
neighbourhood.
• Proposals will be expected to follow the 20-minute
neighbourhood concept where most daily needs can be met
within a short active travel trip with car use minimised.
Development to be designed sensitively to the surrounding landscape
setting and give due consideration to the setting of Grade 1 listed
Warwick Castle parkland.
Active Travel
Requirements
Active travel contributions will be required in association with the Asps,
including contributions towards the Park and Ride scheme and the
delivery of footpath, cycle and bridge connections to the north.
Cycling routes:
• New cycle infrastructure will be required, as currently there is no
suitable existing strategic cycle route serving the sites.
• New cycle routes should provide connections to:
- The employment land at Red House Farm associated with
BIT.2.
- Warwick and Leamington urban areas
Pedestrian routes:
Improved pedestrian connectivity will be required given:
• The scale of housing (circa 2,300 homes combined across BIT.1
and BIT.3)
• The employment land at Red House Farm associated with BIT.2.
New development will be required to deliver:
• Safe and direct walking routes between BIT.1, BIT.2 and BIT.3.
• Pedestrian links to:
- Bishop’s Tachbrook
- Local employment areas
- Public transport stops along Europa Way.
Pedestrian routes should be integrated with bus stops and cycle
corridors to support sustainable travel choices.
• Requirement to integrate with Banbury Road Active Travel
measures and connect into PROW network into
Bishops Tachbrook and to Leamington (Tachbrook and Europa
Way bridges).
Access,
Highways and
Public
Transport
Requirements
Access:
• Provision of two new access points onto Banbury Road for
access to the 655 homes.
• The road immediately south of the site (A452) is proposed to be
amended to a dual carriageway under the current Europa Way
Corridor Programme being delivered in the current Local Plan to
increase capacity and safety from the A452 M40 Junction 14 slip
road.
Public Transport:
The proposals should provide bus routes within the site and connection
through to the Asps and enable connections between BIT.1 and BIT.3.
Environmental
Health
Requirements
• A contaminated land assessment will be required to address the
impacts associated with the former quarrying and landfill site to
the northern part of the site, in order to enable the delivery of
public open space and housing.
• Consideration is required to address noise impacts and effects
on air quality arising from M40 and A452.
Historic
Environment
Requirements
• No historic buildings on site. However, Grade 1 Listed Warwick
Castle Park lies to the northeast of the Site. A Heritage Impact
Assessment and archaeological investigations will be required.
• Mitigations will include restricting development on northern part
of site (to be used for green space and allotments).
Flood Risk,
Drainage and
Water Supply
• While the allocation is located within Flood Zone 1, development
will be required to demonstrate that surface water runoff has
been appropriately considered through the provision of SuDS.
• All proposals must be prepared in accordance with Policy ID.9 –
Reducing Flood Risk.
Climate
Change
• All homes will be required to engage in sustainable design and
construction, including the use of renewable and low-carbon
energy, in accordance with Policies NZ.1 - Operational Net Zero
in New Residential Buildings, NZ.3 Embodied Carbon and NZ.5
Climate Resilient Design.
Biodiversity
and Green &
Blue
Infrastructure
• Proposals should make provision for a belt of green space
towards the northern boundary of the allocation to both provide
a strong, defensible buffer and boundary to the Warwick Castle
parkland.
• Proposals will be required to maintain and enhance, where
possible, existing landscape features with biodiversity value, in
particular mature trees and hedgerows.
• If this is not practicable to enable the timely and viable delivery
of the development, mitigating features should be provided on-
site, with a biodiversity net gain delivered in line with national
policy and the relevant BNG policies laid out elsewhere in the
SWLP .
Public Open
Space
• Proposals will be expected to provide public open space in
accordance with the standard sets out in Policy ID.14 offering
diverse typologies for recreation and amenity.
• Local Equipped Areas for Play should be included responding to
local needs and ensuring that all age ranges and specialist
needs are catered for,
• Provision of allotments in the green buffer area to the north of
the site.
• Contributions to outdoor sports provision in line with identified
needs in the 025 Playing Pitch Strategy.
Other
constraints
The Site falls within a Mineral Safeguarding Area, as identified in the
adopted Warwickshire Minerals Local Plan 2018-2032 (July 2022).
Regard must therefore be had to policies MCS 5: Safeguarding Minerals
and Minerals Infrastructure and DM 10 Mineral Safeguarding.
