Key Development and
Land Use
Requirements
• Approximately 776 dwellings at a density of at least
35dph and in keeping with the adjacent settlement
character.
• Affordable housing provision in accordance with Policy
DS.4
• Public open space incorporating play facilities
and SuDS.
• Significant green edge within the allocation boundary
to maintain separation between southern Kenilworth
and Leek Wootton.
Infrastructure Funding
Requirements
• Funding contributions towards off-site primary,
secondary and specialist education facilities, health
services.
• Active travel provision.
• Contributions to support and expand the Demand
Responsive Transport ‘IndieGo’ service
• Contributions to mitigate any adverse highways
impacts identified.
• Development proposals will be required to contribute
to the South of Coventry Sustainable Transport
Corridor improving connections to Coventry and Royal

Urban Design
Principles
• Compliance with Masterplan.
• Proposals will be expected to follow the 20-minute
neighbourhood concept where most daily needs can
be met within a short active travel trip with car use
minimised.
Active Travel
Requirements
• Link into the National Cycle Network Route 52
on Rouncil Lane and Rounds Hill via connecting routes
and signage.
• Encourage active travel connections between adjoining
land parcels and through existing residential areas of
south Kenilworth.
• Active travel plan.
Access, Highways and
Public Transport
Requirements
• Land East and West of Rouncil Lane – access to be
taken from Rouncil Lane, via a single roundabout to
serve both development parcels.
• Land West of Rouncil Lane - a second access into the
site will be necessary to deliver greater than 150
dwellings on this land parcel.
• Land West of Warwick Road – access to be taken from
Warwick Road.
• A spine road through the site, connecting Rouncil Lane
and Warwick Road will be necessary to provide an east-
west connection and to avoid unacceptable impacts
on other local routes. This should be completed in the
earliest possible phase of the development.
• Ex Kenilworth Sixth Form site – access to be taken via
existing access road off Rouncil Lane.
• Improvements to both Rouncil Lane and Warwick Road
to create footways to allow for safe pedestrian
movements both to/from Kenilworth,
including appropriate crossing points.
• Provision of additional bus stops on Warwick Road to
serve land West of Warwick Road.
Historic Environment
Requirements
• Incorporate a buffer to the north-west of the site to
minimise any impact on sightlines from Kenilworth
Castle.
• Development in this area should respect the scale and
mass of present settlements and buildings. The use of
traditional materials in keeping with the present
buildings of villages such as Leek Wootton is
advocated.
• Traditional boundary treatments such as hedgerows
should be maintained or created, particularly on the
southern boundary, in order to maintain a separation
with the village of Leek Wootton.
Flood Risk, Drainage • Develop a surface water drainage strategy which
adequately deals with any additional surface water run
off generated by the development.
• Incorporate SuDs and balancing ponds in the open
space to the within the southern part of the allocation
as required.
• An assessment of sewerage capacity will be required in
consultation with Severn Trent Water. If required, there
may be a need to facilitate upgrades to sewage
treatment capacity at Finham Waste Water Treatment
works.
Biodiversity and Green
& Blue Infrastructure
• Proposals should make provision for a belt of public
open space towards the southern boundary of the
allocation to both provide a strong, defensible Green
Belt boundary to the south of
Kenilworth, maintaining separation between the
settlements of Kenilworth and Leek Wootton.
• Retention of existing hedgerows and notable trees.
• Incorporation of existing Public Rights of Way through
the site, maintaining accessibility to the wider
countryside.
Public Open Space Provision in line with Policy ID.14: Open Space, Play,
Recreation and Community Growing Spaces, ensuring:
• Local Equipped Areas for Play should be included
across the allocation, responding to local needs and
ensuring that all age ranges and specialist needs are
catered for.
• Contributions to outdoor sports provision in line with
identified needs in the Kenilworth sub-area (SA1) in
2025 Playing Pitch Strategy.
• Provision of allotments to the expand upon the existing
St John’s allotments.
Other Constraints The Site falls within a Mineral Safeguarding Area for
unconsolidated sand and gravel, as identified in the adopted
Warwickshire Minerals Local Plan 2018-2032 (July 2022).
Regard must therefore be had to policies MCS 5: Safeguarding
Minerals and Minerals Infrastructure and DM 10 Mineral
Safeguarding.
