This section introduces the site proposals chapter, which sets out concept masterplans and requirements for the plan's strategic allocations and key sites. These proposals should be read alongside Policy DS.4. The masterplans are the starting point for more detailed masterplanning work, which must be agreed before any planning application. Because the sites will take many years to build, some flexibility on detail is accepted at the early stages.

8 Site Proposals Proposals within this Chapter contribute to achieving all of the Strategic Objectives (SO) The following proposals set out the concept masterplans and site requirements for the strategic allocations and key sites set out in Chapter 2. They should be read alongside Policy DS.4. The masterplans are expected to form the basis for more detailed masterplanning work to be submitted and agreed prior to any planning application. Their purpose is to secure the key site requirements and deliver a comprehensive development, acknowledging that given the length of time the sites will take to build out, there will need to be some flexibility regarding specific details and that all details may be unable to be secured at the initial stage.
