The human version (we wrote this, not the council)
This policy sets the core principles for New Settlements and Strategic Growth Locations, where most new development to 2050 will be built. The housing numbers in the plan are minimums and can be exceeded where good planning outcomes are secured, for example through higher densities. Sites must respond positively to their setting through a landscape-led approach, show high-quality design that respects key views, landscape and heritage, and achieve densities that use land efficiently while respecting local character.

New Settlements and Strategic Growth Locations (SGLs) to meet our development

in Policies DS.3, DS.6 and DS.7 and the relevant Site Proposals are minimum figures
and may be exceeded if good planning outcomes can be secured, including for
example through the application of increased densities.
A. Overarching Principles
All New Settlements and Strategic Growth Locations are required to adhere to the
following overarching principles:
1. Respond positively to their existing setting, ensuring that development is

and must be of high quality in terms of design, through consideration of key
views, landscape setting and heritage assets.
2. Achieve appropriate residential densities that make efficient use of land
while respecting local character. Development layouts must prioritise
