The human version (we wrote this, not the council)
This policy sets expectations for improving energy performance when existing buildings are converted, extended or change use. Given the urgent need to improve existing buildings to meet local climate commitments and national carbon goals, proposals should show that opportunities to improve energy efficiency and cut operational carbon emissions have been considered in design decisions. The level of detail expected will be proportional to the scale of the proposal. The policy also covers development that would significantly improve the carbon or energy performance of an existing building.
