2.8 Other Growth Locations 2.8.1 As set out in Policy DS.2, the SWLP will also support proposals on unallocated sites in accordance with Policy DS.8 and subject to other policies in the SWLP and any relevant Supplementary Plan and Made Neighbourhood Plan. Policy DS.8 Other Growth Locations A. Countryside In accordance with Policy DS.2, in all locations outside of allocated sites, and outside of the Built-Up Area Boundaries in Parts A-D of this policy (including adjacent to but outside of the Built-up Area Boundaries), development proposals will be supported in accordance with Policies DS.9, DS.10, DS.11 and DS.12. DS.8 ~ Development Management Considerations 1. It is expected that promoters of development schemes will engage positively and proactively with the local community prior to the submission of a planning application and use feedback received to inform proposals that are then submitted. 2. The evolution of the proposal should be documented in the accompanying Design and Access Statement and/or Planning Statement. 3. Small-scale and medium-scale sites are as defined by the NPPF. Policy Justification 2.8.2 Whilst the South Warwickshire Local Plan allocates the majority of the expected needs of South Warwickshire within the plan period to 2050, it does rely on a small amount of windfall development. Windfalls refers to development that occurs on sites that have not specifically been identified within the SWLP. Given this, a clear strategy for supporting such windfalls needs to be established. Policy DS.8 does this. No plan can anticipate every development proposal, especially over a 25year plan period, and DS.8 also provides flexibility to deal with such schemes.
