This section explains the protection given to homes in town centres. Royal Leamington Spa and Warwick both have large numbers of houses and apartments within their town centre boundaries, which add diversity and vitality but create pressure where different uses sit side by side. Uses such as small offices, dental surgeries and children's nurseries may be acceptable in these residential areas, provided the residential character and appearance of the building and area are not altered. The council will also consider the cumulative effect of such changes.

Policy EC.6 Town Centre Residential Uses Changes of use from residential to non-residential uses within the predominantly residential areas in the town centres of Leamington Spa, Stratford-upon-Avon and Warwick, as defined on the Policies Map, will only be permitted if the proposed use maintains the residential character of the area. Policy Justification 4.3.21 All of the district’s town centres contain a mix of uses and both Royal Leamington Spa and Warwick have a large number of houses and apartments within the defined town centre boundaries. This housing provides opportunities for people to live within the town centres and adds to their overall diversity and vitality, but it does generate pressure where different uses seek to co-exist. It is important that housing is supported within town centres and that the amenity of people living there is protected. Within the predominantly residential areas defined on the Policies Map, it will be important that this residential character is protected. Applications for uses within these areas might include small offices, dental surgeries and nurseries for the care of children. These and other uses may be appropriate within predominantly residential areas, provided that the residential character and appearance of the building / area is not altered. In seeking to maintain the residential character of these areas, the Council will have regard to cumulative impact when considering such proposals.
