AYL11: Hale Leys Shopping Centre, Aylesbury 1. The site as shown on the Policies Map is allocated for mixed use development comprising of 4,821sqm of employment, 4,821sqm of retail and an assumed 220 dwellings. 2. New development will be supported where: a) A provision of mixed, retail and leisure-led town centre uses are provided, complimenting adjacent sites. In particular. i. Development will provide for 4,821sqm of retail E(a) and E(b) on the ground floor with good place making design and. ii. Provision of 4,821sqm of employment consisting of E(g)(i) and E(g)(ii) b) Land uses will enhance the town centre’s historic character and appearance, vitality and viability, maximising the site potential. c) Active frontages are provided responding to the nearby Exchange development, Market Square and the High Street. d) They deliver any enhancements to the setting of the Listed Buildings in Market Square and Aylesbury Conservation Area informed by a Heritage Impact Assessment. e) Enhancement to the public realm connections linking Market Square, Exchange Street and High Street is delivered. f) Connections to public transport and the active travel networks are enhanced. g) The development is based on a design brief, submitted as part of an application, to be prepared for the site which will need to reflect the local distinctiveness of its specific locality within Aylesbury. The design brief will need to comply with principles of development for Aylesbury Garden Town and ensure that the proposed development meets the required design principles based on recognised good practice. 6.308 Hale Leys Shopping Centre is approximately 0.6ha and is one of two shopping centres within Aylesbury Town Centre which contain large retail units, as well as offering food and beverage provision. The site has been identified as one of the key sites of opportunity within the Aylesbury Regeneration Strategy which states an excellent central location for retail and leisure facilities. Development of this site should include residential apartments above with commercial units on the ground floor. 6.309 Given its central location within the town centre any redevelopment of the site will need to be designed in a manner that promotes good place making for town centres. This will be through having active frontages, and connections through, to Market Square, the Exchange and the High Street. Incorporate design features reflecting the history of the town and comprehensively designed with surrounding redevelopment sites. Reprovision of the retail on the site is vital to ensure a vibrant town centre.
