The human version (we wrote this, not the council)
This section introduces the site allocations chapter. Allocations identify specific parcels of land to deliver the plan's strategy, giving certainty about where development will happen and what it will include, and helping maintain a five-year supply of housing land. Concept plans alongside the NESS site policies illustrate key principles for each site. The NESS numbering reflects an original assessment of 18 potential sites, later reduced to 10, with original reference numbers kept for consistency.

Chapter 6 – Site Allocations
6.1 Site allocation identify specific parcels of land to deliver the spatial strategy set out in the Local Plan, providing certainty about where development will take place and the type and scale of uses expected. In accordance with the NPPF, local plans are required to provide a clear framework for meeting development needs, including identifying a sufficient supply of specific, deliverable and developable sites to meet housing, employment and other uses over the plan period, and to support a five-year supply of housing land.
6.2 Site allocations play a critical role in ensuring that development is directed to the most sustainable locations, is viable and deliverable, and is supported by the necessary infrastructure. These policies establish the principles for development, including land use, capacity and key constraints, and provide a transparent basis for decision-making, helping to ensure that the Local Plan’s strategy is implemented effectively.

6.3 The concept plans, included alongside the NESS site policies, illustrate the key principles for the development of the site and should be used to inform the preparation of any detailed masterplan and planning application. The precise location and configuration of land uses, infrastructure and open spaces may vary, provided that the overall objectives and requirements of the allocation are delivered. The NESS policy numbering reflects the original assessment of 18 potential NESS sites. As the site selection process progressed, the number of sites was reduced to 10; however, the original site reference numbers have been retained for consistency and audit purposes.
