CHE02: Land at Station Road, Cheddington
The site as shown on the Policies Map is allocated for an assumed number of 365 dwellings. Development of this site will be supported where it:
a) Delivers residential development which makes best use of station location.
b) Mitigates identified cross-boundary infrastructure impacts including but not limited to highways and education.
c) Provides safe, direct and attractive active travel connections to Cheddington railway station.
d) Proportionately contributes to off-site transport improvements including.
i. Delivery of the Horton bypass ii. Delivery of a new railway bridge and associated westbound road to enhance the existing station road railway crossing. iii. A new bus route to facilitate direct journeys to Aylesbury via Wingrave iv. Active travel routes to nearby settlements
e) Retains and improves the tree lined frontage to the site where the current TPO is.
f) Appropriate SANG and SAMM mitigation is in place, in line with policies NE12, NE13, NE14 and the latest Mitigation Strategy. The site lies within the Zone of Influence of Chilterns Beechwoods SAC.
g) Does not prejudice the delivery of the Cheddington NESS site.
h) It is supported by necessary existing and new infrastructure in the area.
6.468 The site extends to approximately 9.15 hectares and is located off Station Road, to the west of Cheddington village. The area is expected to accommodate significant growth over the Plan period and beyond, including the delivery of the Cheddington NESS site and other allocations within the settlement.
6.469 Proposals will be required to make proportionate contributions towards necessary transport and infrastructure improvements as identified in the Infrastructure Delivery Plan and future detailed assessments, to mitigate the cumulative impacts of development in the area. This will include, but is not limited to, provision of the Horton bypass, delivery of a westbound railway bridge and associated highway improvements to complement the existing level crossing, together with enhancements to bus services and active travel connections. Developers will need to work collaboratively to ensure timely delivery of this infrastructure.
6.470 The site is currently bounded by agricultural land, reinforcing its edge-of-settlement context. A Tree Preservation Order (TPO) applies to the tree-lined frontage along Station Road. This feature makes a positive contribution to local character and visual amenity and should be retained and enhanced. Development proposals will be required to be supported by a full arboriculture assessment to inform layout and design.
6.471 The site is closely related to the proposed Cheddington NESS development and forms part of the wider growth strategy for the settlement. Careful consideration will be required to ensure that development does not compromise the comprehensive planning, infrastructure delivery, or wider placemaking objectives of the NESS site.
6.472 Given the cumulative impacts of planned growth at Cheddington, coordinated delivery of strategic infrastructure will be required. This includes the delivery of the Horton Bypass, a westbound railway bridge and associated highway improvements to complement the existing level crossing, together with enhancements to bus services and active travel connections. Developers will need to work in a coordinated manner across the Cheddington sites to ensure the timely and coordinated delivery of necessary infrastructure.
6.473 The site lies within the zone of influence of Chilterns beechwoods SAC and therefore would generate recreational adverse effects on the SAC if not mitigated. Planning permission will not be granted until SANG and SAMM mitigation is in place, in line with policies NE12, NE13, NE14 and the latest mitigation strategy. It is envisaged that the site could secure credits at a Gateway site once this comes forward.
