HIW02 – Land at Terriers Farm, Kingshill Road, High Wycombe Land at Terriers Farm and Terriers House as shown on the Policies Map is allocated for a comprehensive residential led development. Land Use Requirements: Residential: a) The site will deliver an assumed 410 dwellings at a density that takes account of the adjacent settlement character and identity. Green Infrastructure and Open Space: b) High quality sport and recreation hub linking to the adjacent playing fields and facilities at Hazlemere Recreation Ground will be provided on site. This hub should include changing facilities. Vehicle access will need to be gained from the development site to new parking and changing facilities. Development Principles: Development will be permitted where proposals: a) Maintain the physical separation between the current built up area of Hazlemere and the development by locating the sports pitches within the site as an extension to the Hazlemere Recreation Ground. b) Integrate the historic Terriers Farm barns. c) Retain and enhance the pond and its environs. d) Retain the main North-South hedgerow, which has an adjacent public footpath, as the major green link through the site. e) Retain a green link between King’s Wood in the south and the Chilterns National Landscape countryside to the north to retain its function as a wildlife corridor. f) Retain the field boundaries within the site. g) Provide a commensurate financial contribution secured by planning obligation to enable the delivery of the proposed school on the Gomm Valley allocated site to meet the need for primary school places from this development. Provide directly or make provision for off-site transport works. This should include, but is not limited to: a) Providing access to the site by two vehicle accesses which connect through the site. One access should be onto the A404 Amersham Road opposite De Havilland Drive. b) Widening the carriageway of Kingshill Road to the east of any site access from this road. c) Providing improvements to the A404 Amersham Road / Kingshill Road / Totteridge Lane junction as part of an overall improvement scheme for the junction. d) Implementing traffic calming measures on North Road and Brimmers Hill through Widmer End to limit the potential for additional traffic rat running through this area if required. e) Rationalising the position of and improve key bus stops on A404 Amersham Road. f) Providing an improved pedestrian crossing of the A404 Amersham Road in the vicinity of new or relocated bus stops. g) Improving the public right of way between the site and the A404 Amersham Road to make it safe and convenient for increased use. h) Providing a new footway on Kingshill Road and crossing point to provide for key desire lines. i) Upgrading the Lady’s Mile bridleway and public right of way connecting Green Road (near Terriers Farm) to Benjamin’s Footpath near High Wycombe town centre, including possible safe and partly off-road infrastructure improvements to provide connections between Hazlemere and the town centre. 6.326 Terriers Farm area is a 24ha site located on the northern side of High Wycombe between Terriers and Hazlemere off Kingshill Road. The site is fields currently used for grazing. It also includes Terriers House, the adjacent disused cricket field and an area of woodland to the East opposite DeHavilland Drive. 6.327 The site has planning permission for 410 homes subject to S.106 agreements being completed. 6.328 A key issue that development proposals need to address is maintaining the physical separation between the current built up area of Hazlemere and the development as well as reflecting the rural fringe location of the site. The Hazlemere recreation ground contributes to providing that separation. The site also borders the Chilterns National Landscape and so any future development will need to minimise the impact on the National Landscape. 6.329 The existing field boundaries within the allocation have the potential to provide a structure to development of the site. The size and arrangement of these parcels mean that planning the layout of the site around them could result in suitable development parcels. The field boundaries should only be removed where an effective layout cannot otherwise be achieved. To provide a road through the site it is recognised that there will need to be a breach in the main North-South hedgerow. The extent of this should be minimised to reduce the impact on the integrity of the hedgerow. 6.330 There are opportunities to promote and enhance existing green infrastructure features and links across and adjacent to the site as well as protecting existing habitats and vegetation. There are also opportunities to strengthen the links between the surrounding area and the Chilterns National Landscape, both for wildlife and the community. Realising these opportunities should done in a way that is sympathetic to the location of the site adjacent to the Chilterns National Landscape. 6.331 The infrastructure assessment for the Local Plan identifies the need for supporting strategic open space and education facilities. This site will provide land for the open space and pitches/facilities and a financial contribution towards the school site at Gomm Valley. 6.332 Transport Modelling for the Local Plan identifies a range of improvements that will be required on and off-site. Development proposals need to ensure that the site integrates well with the surrounding road network and makes appropriate improvements to the roads, junctions, and crossings affected by the increased traffic generation resulting from the development as well ensuring that alternative modes of transport are also supported, in particular bus routes.
