The human version (we wrote this, not the council)
This section explains the purpose of the infrastructure policy: making sure new development is backed by coordinated, resilient transport, telecoms, utilities and waste facilities. It sets out how the policy will work in practice through the detailed rules in Chapter 7, which cover things like transport requirements, parking, public rights of way, water and telecoms infrastructure, plus wider policies on design, biodiversity, flooding and drainage.

Infrastructure for transport, telecommunications, utilities, waste
Purpose
5.127 The purpose of this policy is to ensure that development is supported by a coordinated, resilient and sustainable approach to infrastructure provision, delivering accessibility, connectivity, environmental protection and economic productivity.
Implementation through Development Management Policies
5.128 The delivery of infrastructure through Policy SP10 will be supported by the Development Management policies in Chapter 7. Proposals will be expected to accord with policies relating to Transport Requirements for New Development, Transport Improvements, Parking Standards, Public Rights of Way, Freight and Logistics, Aviation Development, High Speed Two and East West Rail, the Buckinghamshire Greenway and the Former Bourne End to High Wycombe Railway Line. These policies provide the detailed framework for ensuring that development is supported by sustainable transport choices, improves connectivity, promotes active travel and protects strategic transport infrastructure and corridors.
5.129 Development proposals will also be expected to comply with policies relating to Infrastructure Delivery, Water Infrastructure and Telecommunications Infrastructure. Together, these policies support the coordinated provision of physical, digital and utility infrastructure, ensuring that development is aligned with infrastructure capacity and contributes towards the delivery of resilient and sustainable communities.
5.130 In addition, proposals should accord with other relevant Development Management policies relating to Design of Developments, Residential Amenity, Health Impact Assessment, Community, Sport and Leisure Facilities, Biodiversity Protection and Enhancement, Biodiversity Gain and Nature Recovery, Green Infrastructure, Trees, Ancient and Veteran Trees, Woodlands and Orchards, Landscape Character and Visual Amenity, Pollution, Air Quality and Contaminated Land, Flood Risk, Sustainable Drainage Systems and Water Efficiency Standards. Together, these policies ensure that infrastructure provision supports sustainable growth, climate resilience, environmental enhancement, public health and the creation of well-connected and accessible places across Buckinghamshire.
