NEW02: Land to the southwest of Milton Keynes, Newton Longville
The site as shown on the Policies Map is allocated for an assumed number of 305 dwellings. Development of this site will be supported where it:
a) Creates safe and suitable access and egress.
b) Considers and mitigates any cross-boundary highways and infrastructure impacts.
c) Provides safe, direct and attractive active travel connections to Newton Longville and into Milton Keynes
d) Provides a proportionate contribution to off-site transport improvements including.
i. A new bus route to facilitate direct journeys into Milton Keynes ii. A new active travel connection (3m wide Shared Use Path) connecting Newton Longville and Milton Keynes.
e) Enhances and reinforces landscape buffer to the south of the site to mitigate impacts on wider views.
f) The site layout should adopt a sequential approach by steering the most vulnerable aspects of the development outside of Flood Zone 2, 3a and 3b, as well as areas at risk of surface water flooding. Residential development is not permitted within Flood Zone 3b.
g) Developers should utilise SuDS with multiple benefits throughout the site, particularly in areas at risk of surface water ponding.
h) A detailed hydraulic model of Water Eaton Brook may be required at FRA stage to accurately represent the risk from this watercourse and set the height of any mitigation measures.
i) The risk from surface water flow routes should be quantified as part of a site-specific FRA, including a drainage strategy, so runoff magnitudes from the development are not increased by development across any ephemeral surface water flow routes. A drainage strategy should help inform site layout and design to ensure runoff rates are as close as possible to pre-development greenfield rates, with areas of surface water ponding used as open space and SuDS or water compatible/essential infrastructure uses only.
j) The development of the site should not prejudice the delivery of East West Rail.
6.374 The site extends to approximately 7.57 hectares and is located north of Newton Longville, along the southern edge of Milton Keynes. The site is allocated for a residential allocation of 305 dwellings. The development will look towards and connect into Milton Keynes for key connections and infrastructure and so any cross-boundary impacts needed to be considered and mitigated against in consultation with Milton Keynes City Council and other key stakeholders.
6.375 This allocation includes land safeguarded for East West Rail. Development will not be permitted within the limits of land subject to the safeguarding directions given by the Secretary of State for Transport in November 2025 (or any further directions or revisions to those directions) where it would conflict with or prejudice the delivery of EWR. Applicants for planning permission are strongly encouraged to enter into early dialogue with EWR Co to fully understand the nature and extent of the safeguarding and the impacts on site development and to ensure that any scheme can be designed to reflect the safeguarding and that adverse impacts on EWR are avoided, minimised or appropriately mitigated.
