OU01 - Hollands Farm, Bourne End BOU01: Hollands Farm, Bourne End The site as shown on the Policies Map is allocated for residential-led mixed use development comprising of an assumed number of 470 dwellings and a primary school. a) Development of this site will be supported where it: i. Provides a new single form of entry primary school in consultation with the Education Authority ii. Has special regard to the conservation of nearby Heritage Assets and their settings, including Hedsor Road and Riverdale Conservation Area iii. Ensures satisfactory relationship to the industrial buildings at Millboard Road Employment Area on the western boundary. iv. Maintains a sense of separation between Harvest Hill and the new development site. v. Provides a new spine road leading to Millboard Road and Hedsor Road vi. Upgrades an existing public right of way running through the site to allow for a shared use path to accommodate walking, cycling and wheeling and ensure the other public rights of way within the site connect to this improved route. vii. Provides for a redirected bus service ensuring the service travels through the site. viii. Mitigates identified cross-boundary infrastructure impacts including but not limited to highways and education. ix. Provides strategic active travel connections linking the site to Bourne End and surrounding settlements. x. Ensures SANG and SAMM mitigation is in place, in line with policies NE12, NE13, NE14 and the latest Mitigation Strategy. The site lies within the Zone of Influence of Burnham Beeches SAC. Planning permission will not be granted until SANG and SAMM mitigation is in place. xi. Protect and enhance biodiversity and green infrastructure value of the former orchard, providing public access and ongoing management as part of the overall development. Buildings within this area will not be acceptable. 6.447 Hollands Farm is located towards the eastern side of Bourne End between Hawks Hill and Wessex Road. It is a 23.7-hectare greenfield site. The land is surrounded by existing residential development to the north, south and east and Wessex Road and Millboard Road Industrial Estate to the west. 6.448 There are a few issues and constraints that will need to be carefully considered in the development of this site. These include the proximity to Hedsor Road and Riversdale Conservation Area, nearby heritage assets, an area of fluvial flood risk in the southwest corner of the site, and some surface and groundwater flood risk. 6.449 This site is near to Slate Meadows which has the highly significant Mesolithic site. Borehole data suggests that there is a lower potential for further in situ remains here, but this must be tested through evaluation and appropriate mitigation measures applied. 6.450 It is important that development of this scale is well served by public transport. There is scope to divert existing bus services through the site to serve the development. The road is to be designed to accommodate buses, to provide future flexibility. 6.451 Flood risk issues should be fully addressed in any development proposals, including the potential for fluvial, surface water and groundwater flooding. It is noted that both junctions at Millboard Road and Hedsor Road have flooding constraints which means alternative vehicular access should be provided in the event of emergency. Applicants should refer to the SFRA level 1 and 2. Assessments will be required and appropriate mitigation measures identified and implemented. 6.452 Developers will need to liaise with the Council and neighbouring Councils to appropriately address cross boundary impacts as part of their planning application. 6.453 The Infrastructure Delivery Plan has identified that developments in Bourne End result in the need for an additional single form of entry primary school. Due to its size, it is more suitable that this is provided on the Hollands Farm site. Contributions from other developments will need to contribute towards the delivery of the school on a proportionate basis. 6.454 Hollands Farm lies within the Burnham Beeches SAC zone of influence. Permission will not be granted until mitigation for the SAC through the provision of SANG and SAMMS, in line with policies NE12, NE13, NE14 and the latest Mitigation Strategy is secured. It is envisaged that SANG credits can be secure at Spade Oak SANG. 6.455 The development should be brought forward taking account of the key objectives from the Hollands Farm development brief which are: a) Adopt a landscape led approach to site layout and green infrastructure. b) Create a sense of place and identity, promoting community cohesion. c) Sensitively integrate with the existing residential areas to form a cohesive area d) Have special regard to the conservation of nearby heritage assets and their settings, including the Hedsor Road and Riversdale Conservation Area e) Identify the design and layout requirements for a comprehensive movement network. f) Ensure development does not increase fluvial or surface water flood risk.
