WHA01: Shenley Park, Whaddon
Development proposals for Shenley Park, as identified on the Policies Map, will deliver a comprehensive, landscape-led mixed-use development of approximately 99 hectares. The site will deliver an exemplar, high-quality and sustainable new neighbourhood of regional significance. The development shall provide:
a) At least 1,265 dwellings
b) A 110-bed care home / extra care facility
c) A 2FE primary school, and where required, land for a secondary school or contributions to off-site provision.
d) A mixed-use local centre, including community and either on site healthcare facilities, or a contribution to offsite facilities where identified.
e) A multi-functional green and blue infrastructure network
f) A link road between the A421 and H6 and/or H7
g) Public transport improvements and high-quality walking and cycling connections. Development must be delivered in accordance with a comprehensive masterplan and the Shenley Park Development Brief. Place-making and Design. Development must deliver a high-quality, landscape-led and locally distinctive place. Proposals shall:
a) Respond to landscape and context.
i. Be informed by landscape character, topography, views and historic context ii. Respect the rural setting and character of Whaddon village and Conservation Area iii. Provide defensible long-term boundaries whilst enabling connectivity iv. Protect, enhance and connect biodiversity across the site.
b) Create a strong sense of place.
i. Deliver a distinctive, welcoming and inclusive new neighbourhood ii. Provide a walkable neighbourhood structure, with a local centre within a 10 to 15minute walk iii. Deliver a central public square as a focal point for activity and community us. iv. Provide a rural Whaddon buffer, including informal recreation opportunities
v. Integrate heritage and archaeological assets into the design and layout.
c) Ensure high-quality built form and public realm.
i. Deliver high-quality buildings, streets and spaces that promote health, safety and wellbeing ii. Provide a varied sequence of spaces, views and landmarks iii. Clearly define public and private realms through layout and landscape design iv. Integrate SuDS as part of the landscape structure
v. Provide appropriate and well-designed waste and recycling storage vi. Prioritise pedestrian and cycle movement, including crossings where appropriate.
Movement and Connectivity
Development must prioritise sustainable and integrated transport. Proposals shall:
d) Walking and cycling
i. Provide high-quality routes linking to Whaddon, Bletchley and Milton Keynes ii. Extend Tattenhoe Valley Park into the site iii. Retain, enhance and connect public rights of way, including bridleways.
e) Highways and access
i. Provide safe vehicular access from the A421 Buckingham Road ii. Deliver a link road through the site connecting to H6 Childs Way and/or H7 Hayton Way iii. Undertake detailed transport modelling to inform highway interventions, including A421 improvements.
f) Public transport
i. Safeguard and accommodate a public transport priority route, including future Mass Rapid Transit (MRT) where possible ii. Provide improved bus services and facilities, including links to Bletchley railway station iii. Support potential Park and Ride / MRT infrastructure where possible.
g) Network integration
i. Integrate development with the Redway and Sustrans networks.
Community Infrastructure
Development must provide social infrastructure in a timely and coordinated manner. Proposals shall:
h) Deliver land, buildings and parking for a 2FE primary school.
i) Provide either:
i. Contributions to off-site secondary education, or ii. Land for a new secondary school, where required.
j) Deliver a local centre, including:
i. Community facilities ii. Local services iii. Healthcare provision (on-site or via contribution, including temporary provision if required).
Green and Blue Infrastructure
Development must be landscape-led and deliver a coherent green infrastructure network. Proposals shall:
k) Landscape and ecology.
i. Provide a substantial countryside buffer to Whaddon, including enhancement of Briary Plantation ii. Retain and enhance:
1. Ancient woodland (including Thrift Wood)
2. Hedgerows and woodland blocks iii. Deliver a long-term ecological management plan.
l) Flood risk and drainage.
i. Deliver green corridors aligned to surface water flowpaths ii. Reduce downstream flood risk in the Loughton Brook catchment iii. Ensure key infrastructure, including A421 access, remains operational during flood events.
Delivery and Phasing
Development must be comprehensively planned and delivered. Proposals shall:
a) Be supported by a comprehensive masterplan and phasing strategy.
b) Demonstrate coordinated delivery of infrastructure and services.
c) Be supported by planning obligations and agreements as necessary.
d) Ensure ongoing collaboration between relevant authorities and infrastructure providers.
6.388 The site covers an area of around 99 ha and is in agricultural use with areas of woodland plantations. Surrounding land uses are similarly predominantly agricultural although the eastern boundary is defined by the Milton Keynes Boundary Walk, the existing residential development and land currently being developed as part of Milton Keynes.
6.389 Other than the 11KV overhead powerlines crossing the site there are no other utilities present that would significantly constrain the proposed development and sufficient new utility infrastructure can be provided.
6.390 There is one footpath running across the southern part of the site. Long distance bridleways run along the northern and eastern boundaries. The topography of the southern half of the site rises from the A421 to the Shenley Road.
6.391 The remainder of the site from Shenley Road is flat to the northern boundary.
