WIN03: Winslow Centre a) The site as shown on the Policies Map is allocated for residential comprising an assumed number of 480 dwellings and a community library. b) Development of this site will be supported where it: i. I t delivered against a comprehensive masterplan showing the different uses. ii. is built to a higher-density form that reflects the town centre location. Proposals must demonstrate, through a Design and Access Statement and supporting townscape analysis, how the scheme responds positively to the scale, grain, and identity of the surrounding town, as well as having regard to nearby designated heritage assets. iii. Provide a community library. iv. Ensures existing onsite sporting facilities are re-provided on the NESS site north of Winslow prior to the loss of the onsite facilities. v. Seeks to improve high quality walking and cycling links to and from Winslow town centre, the new Winslow Station and schools within the town. vi. More detailed traffic modelling is undertaken to inform on the extent and design of access to the site and off-site highway works. The scope and design of any detailed traffic modelling must be agreed by Buckinghamshire Council as the highway authority. vii. Not prejudice the delivery of East West Rail viii. Responds positively to the PRoW which runs along boundary of the site. ix. Provides financial contributions towards Verney Road improvements and any strategic infrastructure for Winslow. 6.444 The site is the former Winslow Secondary School and covers an area of around six hectares. It is primarily made up of land that used to be playing fields, with a central area of scrub / woodland. The site is surrounded by the by residential properties on three sides with Winslow Station and the railway line to the north. 6.445 This allocation includes land safeguarded for East West Rail. Development will not be permitted within the limits of land subject to the safeguarding directions given by the Secretary of State for Transport in November 2025 (or any further directions or revisions to those directions) where it would conflict with or prejudice the delivery of EWR. Applicants for planning permission are strongly encouraged to enter into early dialogue with EWR Co to fully understand the nature and extent of the safeguarding and the impacts on site development and to ensure that any scheme can be designed to reflect the safeguarding and that adverse impacts on EWR are avoided, minimised or appropriately mitigated. 6.446 New active travel connections should be provided to the existing town centre, station and schools.
