Buckinghamshire generates about £19.2 billion in economic output and supports around 285,000 jobs across more than 31,000 businesses, around 98% of them small and medium-sized. Key clusters include high-performance engineering at Silverstone, the Westcott space cluster, life sciences and the film and media cluster at Pinewood. Productivity growth has weakened, and around 12.6% of residents commute to work in London. The Plan aims to support investment, innovation and better local jobs.

The human version (we wrote this, not the council)This policy sets the strategy for economic growth. The Plan must allocate at least 219 hectares of employment land to 2045, and after committed sites are counted, about 147 hectares of additional land is allocated. Major locations include expansion at Westcott Venture Park and new employment land at the Winslow, Buckingham and Turweston new settlements, plus town centre sites in Aylesbury and High Wycombe. Research and development floorspace is strongly supported, and no new employment development is allowed in the highest flood risk zone (Flood Zone 3b).
The human version (we wrote this, not the council)This allocation sets out a 103.2-hectare site south of Stoke Mandeville for a minimum of 1,650 homes within the plan period, plus around 1,500 sqm of town centre uses. Higher densities are focused near the railway station, which will be enhanced as a transport hub with a new pedestrian and cycle crossing of the railway. Requirements include a primary school, the South Spine Road, buffers along the HS2 corridor, protection of the setting of Stoke House, and a site-wide masterplan and phasing strategy.
The human version (we wrote this, not the council)This allocation covers around 92.8 hectares at South Aylesbury for approximately 1,350 homes and 5 Gypsy and Traveller pitches, made up of five land parcels planned together. It requires a 2FE primary school, a local centre, a community building with a possible police touchdown facility, and 50% green infrastructure. Land is safeguarded for the Aylesbury Southeast Link Road, now under construction, with financial contributions towards it. Detailed flood modelling is required, including measures to help protect Stoke Mandeville Hospital from surface water flooding.
The human version (we wrote this, not the council)This allocation covers a 113-hectare site at south-west Aylesbury for 1,400 homes and 5 Gypsy and Traveller pitches, with a 2FE primary school, on-site health and community facilities, a linear park and sports pitches. It requires a Southwest Link Road connecting the Stoke Mandeville relief road to the A418 Oxford Road, plus strategic flood defences and drainage. Outline permission was granted in May 2026, with construction expected from 2028, delivering fifty homes initially then 140 per year. A buffer is needed against noise from HS2.
The human version (we wrote this, not the council)This allocation covers land at RAF Halton, an eighty-two hectare military base near Wendover due to close in 2030. It is allocated for an assumed 1,000 homes, a primary school and a new local centre reusing St George's Church. Half the site must be green infrastructure, with parkland, play space and links to Wendover Woods. Historic features, including the Registered Park and Garden and listed barracks, would be restored or converted. New roads, junction upgrades and mitigation for the Chilterns Beechwoods protected area are also required.
The human version (we wrote this, not the council)This allocation proposes an assumed 235 homes on 7.33 hectares of land at Lower Road, north of Stoke Mandeville. A comprehensive masterplan must be approved by the Council before any planning application is decided. The scheme must show suitable vehicle access from Lower Road, contribute financially to the Southeast Aylesbury Link Road, and connect to walking and cycling routes upgraded to national design standards. The site is under a mile from Stoke Mandeville railway station and close to Aylesbury.
The human version (we wrote this, not the council)This allocation covers the Bucks Goat Centre and Layby Farm near Stoke Mandeville for approximately one hectare of employment land for offices, light industry and research. The Bucks Goat Centre visitor attraction can continue, be reconfigured or relocated, and existing educational uses retained or re-provided. A site-wide masterplan is required, and buildings must respect neighbouring bungalows in scale and use local materials such as timber cladding and red brick. A financial contribution to the Southeast Aylesbury Link Road is also required.
