2.1 Vision and Strategic Objectives
2.1.1 The vision sets out what we want South Warwickshire to be like in 2050. It is a
positive overarching statement that sets the context for the plan, policies and strategy
that follow.
2.1.2 To enable the vision to be delivered, the subsequent objectives are
proposed, reflecting the themes of both Councilâs corporate plans and representing the
social, environmental and economic issues of the area. They can be seen both as a
âgolden threadâ that flows through the SWLP connecting the various proposals and
policies and goals that the plan, through the implementation of its policies, will achieve.
The principles have also provided the context for the development of the plan itself,
including informing the sustainability appraisal.
Vision
By 2050 South Warwickshire will be a flourishing, healthy and vibrant place where
people will want to live, work and visit where our new settlements and
neighbourhoods thrive alongside our existing communities. The Vision is to meet
South Warwickshireâs sustainable development needs and strengthen local
communities, while responding to the climate emergency. The SWLP will provide
homes and jobs, boost and diversify the local economy, and provide appropriate
infrastructure, in suitable locations, at the right time. High quality development will be
physically and digitally connected, in accessible locations that promote active travel
and convenient access to services and facilities by cycling, walking, public transport
and private vehicle. New homes will meet the needs of all sections of society, and the
economy will be bigger, greener and more resilient. By 2050 South Warwickshire will
have adapted to the effects of climate change and mitigating against its causes, while
minimising any further damage that might arise from development and drive towards
net zero carbon. There will be positive environmental gain.
Strategic Objectives
To enable the vision to be delivered, the following Strategic Objectives are proposed:
Strategic Objective 1: Providing infrastructure in the right place at the right time
Ensuring development is supported by the timely delivery of infrastructure needed to
support the growth in new homes and jobs.
Strategic Objective 2: Delivering homes that meet the needs of all our
communities
Allowing growth in new homes that meet the diverse needs of our residents, including
affordable housing, students, older people, specialist accommodation, and self and
custom build housing along with the accommodation needs of our Traveller
communities.
Strategic Objective 3: Developing opportunities for jobs and growing the
economy
Accommodating the growth in employment opportunities that build upon our strong
and diverse economy, including innovative industries and technologies, embracing
the potential of a green economy.
Strategic Objective 4: Making effective use of land and natural resources
Maximising density and encouraging the effective use of previously developed land
and natural resources.
Strategic Objective 5: Contributing towards Net Zero Carbon targets
Ensuring that new development is resilient to climate change and does not cause a
net increase in carbon emissions, taking positive action to achieve net zero.
Strategic Objective 6: Creating attractive places and spaces
Promoting a high standard of design in new developments that are innovative,
adaptable, low carbon, climate resilient, locally distinctive and respect the local
character and setting of the existing settlements.
Strategic Objective 7: Conserving and enhancing our heritage and cultural assets
Protecting and enhancing the wealth of heritage and cultural assets in South
Warwickshire, and where possible, enhancing access and understanding of these
assets.
Strategic Objective 8: Improving the quality of life of our communities
Promoting health and wellbeing for people of all ages and reducing health
inequalities.
Strategic Objective 9: Connecting people to places
Increasing and improving access to sustainable and active travel options that
enhance connectivity between people and places and people and nature and by
connecting people to centres, jobs, education, cultural facilities, green spaces and
countryside.

Protecting what already exists and maximising opportunities for enhancemen
