2.11.1 Great weight will be given to conserving and enhancing the landscape and
scenic beauty of the Cotswolds National Landscape; this includes consideration of the
impact of development outside the National Landscape, where such development has
the potential to harm the natural beauty of the National Landscape (for example, as a
result of impacts on views to and / or from the National Landscape). The boundary of
