Connecting people to places 4.4.1 Employment sites may have a negative impact on the road network where transport considerations are not taken into account from the earliest stage. In addition, the increasing demand for large-scale storage and logistics employment sites has resulted in a concurrent increase in road freight traffic to serve these uses. Policy EC.7 Employment and Road Freight New employment development should improve sustainable transport access to the site, enabling access for all users including pedestrians and cyclists where possible. Development should aim to reduce the carbon impact of freight and employment related vehicle movements. The use of electric vehicles to transport freight (including last-mile deliveries), and the development of infrastructure to support this will be supported. Development proposals that would result in a significant increase in freight movements should provide adequate lorry parking facilities, including overnight lorry parking where required for the proposed usage. In accordance with the NPPF , all developments that will generate significant amounts of movement will be required to provide a Travel Plan, and the planning application should be supported by a transport statement or transport assessment so that the likely impacts of the proposal can be assessed. Freight vehicles will be expected to divert away from residential areas wherever possible.
