This section sets out the heritage assets policy in full. It extends protection to heritage at risk, historic townscapes in places such as Kenilworth, Royal Leamington Spa, Stratford-upon-Avon and Warwick, historic landscapes, and assets contributing to the Cotswolds National Landscape. Applicants affecting a heritage asset or its setting must assess its significance using appropriate expertise. Substantial harm to or total loss of a designated asset will be refused unless substantial public benefits outweigh it, while lesser harm must be justified and weighed against public benefits.

nhancing our heritage assets. Policy BN.9 Heritage Assets South Warwickshire’s historic environment, including its heritage assets, should be conserved and, where appropriate, enhanced, for its inherent value, the enjoyment of present and future residents and visitors, and its contribution to a sense of place and the economic vitality of the area. A. New Development Development proposals will be supported where they conserve and, where appropriate, enhance heritage assets, including their setting. This includes safeguarding assets and supporting appropriate, viable and sustainable uses that conserve their significance. Development proposals affecting heritage assets will be expected to be high quality, sensitively designed and integrated with the historic context. Proposals should focus on conserving, enhancing or better revealing those elements which contribute positively to the historic environment. These include: • Designated Heritage Assets ~ including Listed buildings, Conservation Areas, Registered Parks and Gardens, Registered Battlefields, Scheduled Monuments • Non-designated Heritage Assets ~ including locally listed heritage assets • Designed Landscapes ~ including parkland, gardens, cemeteries, churchyards, public parks, urban open spaces and industrial, military or institutional landscapes • Archaeological remains from all periods • Historic transportation networks and infrastructure ~ including roads and trackways, canals, river navigations, railways and their associated industries. • Heritage at Risk • Historic Townscapes and street scene ~ including Kenilworth, Royal Leamington Spa, Stratford-upon-Avon, Warwick and other market towns, villages and hamlets • Historic landscapes ~ including features reflecting the historic interaction of human activity on the landscape such as settlement patterns, field systems, woodlands and ancient and veteran trees, commons and historic farmsteads. • Heritage assets that contribute to the ‘special qualities’ of the Cotswolds National Landscape Where proposals will affect a heritage asset (or its setting), applicants will be required to undertake and provide an assessment of the significance of the asset using appropriate expertise and a proportionate level of detail relating to the likely impact the proposal will have on the asset's historic interest C. Harm to and Loss of Heritage Assets Development that results in substantial harm to or total loss of the significance of a designated heritage asset will be refused, unless it is demonstrated that the substantial harm or loss is necessary to achieve substantial public benefits that outweigh that harm or loss or other exceptional circumstances exist. Where a development proposal will lead to less than substantial harm to the significance of a designated heritage asset, this harm must be justified and weighed against the public benefits of the proposal, including securing its optimum viable use.
