AST01: Aston Clinton North
Land Use Requirements: The site as shown on the Policies Map is allocated for a comprehensively planned, mixed use development. Residential:
a) The site will deliver an assumed number of 1,660 dwellings at a higher-density form that ensures a sensitive transition from the established character of the adjoining settlement. Employment:
a) 33,000 sqm of employment will be deliver on 1-2ha of land. This will be for general industrial and warehousing uses. Centre and Community Uses:
b) Land, building and car parking will be provided on site for a 2FE primary school with a safe drop off/ pick up point.
c) Land, building and car parking provision will be provided on site for a new local centre which will include a community hall and a contribution towards or delivery of a healthcare facility either by way of site provision or direct funding. This will provide approximately 1,000 sqm of town centre retail uses. Transport:
d) Satisfactory vehicular access will be provided to the slip road onto the A41, Aylesbury Road, Waring Crescent, Chapel Drive and New Road, and provision of improvements to College Road South.
e) Provision of and /or financial contributions will seek to improve College Road South Development Principles:
f) Create a sustainable community providing a mix of uses to ensure that housing development is accompanied by infrastructure services and facilities.
g) Proposals must demonstrate, through a Design and Access Statement and supporting townscape analysis, how the scheme responds positively to the scale, grain, and identity of the neighbouring town.
h) Infrastructure will need to be provided and phased alongside development, the details of which will be agreed through developer contribution agreements.
i) The site will be designed using a landscape-led and green infrastructure approach. The development should provide a stronger edge to the settlement. Have more sensitive development in the Western and Eastern fields and provide a landscape buffer to the A41.The development design and layout will be informed by a full detailed landscape and visual impact assessment (LVIA) that integrates the site into the landscape and the existing network of green infrastructure within Aston Clinton and Buckinghamshire.
j) The site layout shall adopt a sequential approach by steering the most vulnerable aspects of the development outside of Flood Zone 2, 3a and 3b, as well as areas at risk of surface water flooding. Residential development is not allowed in Flood Zone 3b.
k) A detailed hydraulic model of the all the watercourses, including Main Rivers and ordinary watercourse within the site will be required at FRA stage to accurately represent the risk from these watercourses, understand how they interact and set the height of any mitigation measures.
l) Blockage modelling should be conducted to assess the residual risk associated with potential blockage of the culverts under the A41.
m) Developers should utilise SuDS with multiple benefits throughout the site, particularly in areas at risk of surface water ponding.
n) Conserve the setting of the Scheduled Monument to the east of the site by creating a welldesigned and managed buffer.
o) Before submitting any proposal, a site specific detailed combined hydraulic model of the Wendover Brook should be provided and approved as part of a site-specific flood risk assessment, to demonstrate that the site can be made safe for its lifetime.
p) Provide public transport service improvements and associated new facilities into Aston Clinton and Aylesbury.
q) Aston Clinton North existing PROW should be improved. This includes paving and integrating into Active Travel network planned throughout the site and creating high quality walking and cycling links to and from Aston Clinton and College Business Park North. 3m wide SUP
r) Financial contributions to active travel links rerouting LCWIP10 Aylesbury Aston Clinton Tring will be provided.
s) The site lies within the Zone of Influence of Chilterns Beechwoods SAC. Permission will not be granted until SANG and SAMM mitigation is in place, in line with policies NE12, NE13, NE14 and the latest Mitigation Strategy.
6.428 The site covers an area of around 52 hectares and is in agricultural use with several existing hedgerows. Surrounding land uses are the existing settlement of Aston Clinton to the south; the A41 and College Road Business Park to the north; as well as open agricultural fields.
6.429 The site is flat with the narrow College Road South running through it. New connections should be provided into Aston Clinton and onto the A41 and surface water flooding on the western part of the site should be managed. The site should provide a new primary school and a small local centre.
6.430 The site is close to the border of Central Bedfordshire in terms of primary care provision, and the primary healthcare infrastructure provision will need engagement with the TV ICB and the Central and East ICB.
6.431 The site lies within the Zone of Influence of Chilterns Beechwoods SAC. Permission will not be granted until SANG and SAMM mitigation is in place, in line with policies NE12, NE13, NE14 and the latest Mitigation Strategy. It is envisaged that credits can be secured at Kingsbrook Meadow SANG.
