DAD01: Silverstone Circuit and Silverstone Park, Dadford 1.Principle of development a) Silverstone Circuit and Silverstone Park, including the Enterprise Zone, will be supported as an internationally significant destination for motorsport and as a leading location for high-performance engineering, business, education, leisure and entertainment uses. 2.Development proposals will be supported where they contribute to the ongoing development and enhancement of the site in accordance with its strategic role. 3.This includes: a) Motorsport-related development, including the enhancement of track and event facilities, and proposals that reinforce Silverstone’s role as the home of British motorsport. b) Employment uses, including new development, intensification, and the upgrading of existing premises at Silverstone Park and the Technology and Research Business Park, particularly those supporting automotive, advanced manufacturing and highperformance engineering sectors. c) Research, innovation, education and training use, including facilities which support skills development and partnerships with institutions such as Silverstone University Technical College (UTC), to reinforce the site’s role as a centre of excellence. d) Supporting and complementary facilities directly related to motorsport, engineering and associated industries. e) Leisure, recreation, entertainment and hotel use, where they are compatible with and support the primary function of the Circuit and associated activities. f) Accommodation for students, apprentices and employees, where it is directly related to the operation of the site and supports its economic function. Development criteria 4. All proposals must demonstrate that they: a) Do not result in unacceptable impacts on the amenity of neighbouring communities, including from noise, traffic or other disturbance. b) Provide, or where appropriate contribute to, improved sustainable transport infrastructure and enhance connectivity to nearby settlements. c) Conserve and, where appropriate, enhance the rural landscape character of the surrounding area. d) Conserve the significance of heritage assets, including the archaeological importance of Luffield Priory, and their settings. 6.554 Silverstone Circuit is a motorsport venue of global significance and international importance. As an iconic destination, it attracts visitors from across the world and plays a central role in the UK’s motorsport industry. The Circuit sits at the heart of a well-established business cluster, known as the Silverstone Technology Cluster, which makes a significant contribution to the local and national economy. 6.555 The Silverstone Enterprise Zone extends to approximately 27.2 hectares to the west of the Circuit and forms part of a wider strategic employment location focused on high-performance engineering, advanced technologies and innovation. 6.556 The Local Plan policy seeks to support the continued growth and success of Silverstone as a premier motorsport destination and as a centre for business, education and innovation. The policy aligns with the longer-term vision for the site as set out in the Silverstone Visioning 2035 Study and supports the delivery of committed development, including mixed-use schemes incorporating education and associated facilities such as student accommodation. 6.557 Silverstone straddles the administrative boundary between Buckinghamshire and West Northamptonshire. The southern part of the site lies within Buckinghamshire, while the northern part falls within the jurisdiction of West Northamptonshire Council. Ongoing crossboundary working will be important to ensure a coordinated approach to the future development of the site. 6.558 The policy recognises that the primary focus for growth will be within Silverstone Park and the wider Enterprise Zone, where there is the greatest opportunity to accommodate business, education and related development. Enhancements within Silverstone Park are intended to support and complement the ongoing success of the Circuit. 6.559 This policy forms part of a comprehensive framework to support the coordinated and sustainable development of Silverstone Circuit and Silverstone Park, ensuring that its international role, economic contribution and unique character are maintained and enhanced over the plan period.
