HIW06: Office Outlet site, High Wycombe
The site as shown on the Policies Map is allocated for an assumed 270 dwellings and an assumed 1,125 sqm of town centre retail uses. Development of the site will be supported where:
a) It is delivered to a high-density and high quality residential-led scheme in this highly sustainable, high-profile site within the town centre. Proposals are expected to deliver a landmark, well-designed high-density scheme that makes good use of a brownfield site. To deliver this, the proposal should explore lower provision of car parking spaces.
b) It provides a high-quality publicly accessible landscaped space.
c) It improves active travel connectivity to the wider town centre.
d) Provision of proportionate contribution to bus provision improvements is delivered.
e) Deliver a safe, attractive and well-surveyed pedestrian and cycle connection between the site, the town centre and High Wycombe railway station.
f) Address the significant flood risk constraints on the site, avoiding housing development in Flood Zones 3a and 3b.
g) Detailed baseline and post-development surface water modelling will be required to demonstrate that the development is not at risk of flooding and does not impact on flood risk elsewhere.
h) If development is proposed within the area at risk of flooding, minimal obstruction measures, such as under croft parking, are likely to be required to raise finished floor levels above the design flood level. Ground raising should be avoided due to the fluvial and surface water risk.
