WIN01: Land off Little Horwood Road, Winslow
Land Use Requirements: The site as shown on the Policies Map is allocated for residential led development. Residential:
a) The site will deliver an assumed number of 1,500 dwellings provided at a higher form of density that ensures a sensitive transition from the established character of the adjoining settlement. Centre and Community Uses:
a) The site must provide land, buildings and a car park for a 2FE primary school.
b) Land, building and car parking provision must be provided on site for a new local shop and a community hall.
c) A contribution towards or delivery of a healthcare facility either by way of site provision or direct funding must be made. Transport:
a) The development must provide a satisfactory vehicular access from Little Horwood Road to the west and the B4032 to the south.
b) Existing public rights of way will be retained, enhanced and integrated into the development with safe and secure environments as part of a wider network of sustainable routes, to directly and appropriately link the site with surrounding communities and facilities including the footpath WIS/9/1. Development Principles:
a) Create a sustainable community providing a mix of uses to ensure that housing development is accompanied by infrastructure services and facilities.
b) Proposals must demonstrate, through a Design and Access Statement and supporting townscape analysis, how the scheme responds positively to the scale, grain, and identity of the neighbouring town.
c) Infrastructure will need to be provided and phased alongside development, the details of which will be agreed through developer contribution agreements.
d) Subject to detailed discussions and agreement with the Education Authority, a financial contribution towards existing or new secondary schools will be required, and a financial contribution to special needs education.
e) Designed using a landscape-led and green infrastructure approach. The development design and layout will be informed by a full detailed landscape and visual impact assessment (LVIA) that integrates the site into the landscape and the existing network of green infrastructure within Winslow and Buckinghamshire.
f) Conserve the setting of the Grade II listed Redhall Farmhouse by creating a welldesigned and managed buffer.
g) Create high quality walking and cycling links to and from Winslow town centre, the new Winslow Station and north of the railway line to the wider expansion area.
h) More detailed traffic modelling will be required to inform on the extent and design of offsite highway works. The scope and design of any detailed traffic modelling must be agreed by Buckinghamshire Council as the highway authority.
i) Provide financial contributions towards off site highways improvements.
j) Provide public transport service improvements and associated new facilities into Winslow, Aylesbury and Buckingham, including new or improved links to Winslow railway station, and to surrounding areas.
k) An ecological management plan shall be submitted to and approved in writing by the Council, covering tree planting, hedge planting, pond creation, and ongoing management of the site.
l) Enhance the substantial block of woodland located centrally on the site.
6.439 The site covers an area of around thirty hectares and is in agricultural use with an area of woodland and several existing hedgerows. Surrounding land uses are rural with agricultural uses to the south and east and farm buildings and a further wooded area to the north. The existing town of Winslow lies to the west the other side of Little Horwood Way.
6.440 The site is flat. There is the Grade II listed Redhall Farmhouse which lies to the east of the site and areas of existing woodland and hedgerows within and bordering the site. There are also some areas of surface water flooding. New connections should be provided to the existing town centre, station and schools should be provided.
6.441 Half of the site is identified as an important archaeological earthwork; therefore, an archaeological investigation is essential prior to the submission of a planning application.
