Within designated Employment Areas shown on the policies map, extra industrial floorspace and intensified office and industrial uses are supported, and non-employment uses are only allowed where they would not harm amenity or the area's role. Outside these areas, losing employment land to other uses requires evidence including 12 months of unsuccessful marketing at a realistic price and no reasonable prospect of continued employment use. Creative industries and expansion of Leavesden Studios are supported.

The human version (we wrote this, not the council)This section sets out the site allocations for Kings Langley. Four housing sites are allocated with a combined indicative capacity of around 520 homes. The largest is West of the Kings Langley Estate at 400 homes, followed by land adjacent to the RES site at Egg Farm Lane with 100. Two small sites, Flower House on Station Road and Lonsdale on Hyde Lane, provide 10 homes each. The site tables set out size, phasing, Green Belt status and requirements covering matters such as access, heritage, flooding and biodiversity.
The human version (we wrote this, not the council)This section sets out the site allocations for Gypsies and Travellers. The needs assessment found a need for 37 pitches, plus 4 pitches from households with undetermined need. Eight sites, references GT1 to GT8, are allocated with a combined capacity of 83 pitches, all in the Green Belt. Most are existing safeguarded sites; GT3 is expanded and GT5 intensified, while GT6 near Kings Langley and GT7 at Maple Cross are new sites providing 4 and 15 pitches. Housing site H41 at Mill End must also provide at least 7 pitches.

Evidence in the South West Herts Economic Study (2024) found no need for new office sites, and recommends resisting any loss of office space. Four existing employment areas are safeguarded: Croxley Business Park (E1), Tolpits Lane (E2), Maple Cross/Maple Lodge (E3) and Kings Langley Employment Area (E4). Two small extensions to Croxley Business Park are allocated as E5 and E6, and Leavesden Park (E7) is allocated as an employment site, protected by an Article 4 Direction that stops offices changing to homes without planning permission.

Public open spaces allocated in the 2014 Site Allocations document are carried over into this plan, and three new allocations are added: the open spaces linked to the two Warner Bros. Studios sites and the Suitable Alternative Natural Greenspace serving housing site H34 west of the Kings Langley Estate. Housing developments must contribute to open space and children's play space where the scale of development justifies it. The council will update its open space study after adoption, which may lead to further allocations.
The human version (we wrote this, not the council)This section sets the district's parking standards for cars, disabled parking, cycles, electric vehicles and powered two-wheelers. Standards vary by use, for example one space for a one-bedroom home and 2.5 spaces for homes with four or more bedrooms, and can be adjusted with robust evidence. In zones near stations, provision drops to 60% in Zone 1 around Rickmansworth station and 80% in Zone 2. For most uses, 20% of car spaces must have working electric vehicle charging, with a further 30% wired ready for future points.
