TIN02: Land at Former Finmere Aerodrome, Tingewick 1. The site, as shown on the Policies Map, is allocated as a new Key Employment Area to deliver approximately 27 hectares of employment land, comprising industrial and logistics uses (Use Class E(g), B2 and B8). 2. Development proposals will be supported where they: a) Deliver approximately 27ha of employment land as part of a comprehensive, masterplanned and employment-led scheme, primarily for industrial, storage and distribution uses, within a landscape-led framework that responds to the site’s sensitive rural context. b) Focus on utilising previously developed (brownfield) areas of the site, making efficient use of land while respecting environmental and heritage constraints. c) Provide safe and suitable vehicular access from the A421, including any necessary improvements to the local and strategic highway network, informed by appropriate transport assessment and modelling, including the impact of heavy goods vehicles on the surrounding road network and nearby service areas. d) Provide a turning circle for buses as part of the design layout to support sustainable transport options into the site and a contribution towards enhancing bus connectivity. e) retain and enhance public rights of way, with integration into the wider green infrastructure network. f) Be landscape led in design, informed by a Landscape and Visual Impact Assessment, and respond sensitively to the site’s prominence and rural edge-of-settlement location, incorporate a high-quality and appropriate materials palette that re flects local character and minimises visual impact, include structural landscaping, including new woodland planting, tree clustering and dense hedgerows to create a strong landscape framework and provide substantial landscape buffers along sensitive boundaries with the open countryside, with built development set back from site edges g) Provide appropriate buffering and mitigation to conserve and enhance the setting of Tingewick Conservation Area h) Provide structural landscaping, sufficient ecological buffers and green infrastructure, including protection of nearby Ancient Woodland. i) Provide high-quality design and layout that mitigates landscape and visual impacts, reflecting the site’s rural edge-of-settlement context. j) Deliver necessary utilities and digital infrastructure to support modern employment uses. k) Address archaeological constraints, including the requirement for evaluation (such as geophysical survey and trial trenching) where appropriate, given the site’s location within an Archaeological Notification Area and proximity to a Roman road. l) Provide a statement demonstrating how the site contributes to the strategic priorities of the Buckinghamshire Economic Growth Plan which includes delivering high-quality employment development that supports job creation, productivity, and growth in modern logistics and industrial sectors. 6.533 The allocation supports the reuse of a substantial previously developed site in a sustainable location with excellent access to the strategic road network, contributing to meeting identified needs for industrial and logistics floorspace in Buckinghamshire. 6.534 The site lies south-east of Finmere and south-west of Tingewick, adjacent to the A421 and near the A4421, providing strong links to the M40 and wider road network. Covering around twenty-seven hectares, it is expected to deliver approximately 16ha of new employment development, net of supporting infrastructure requirements. It comprises previously developed land from the former RAF Finmere aerodrome, including hardstanding, runways, and structures, alongside areas of grassland. 6.535 Located within the Oxford–Cambridge Growth Corridor, the site has good strategic accessibility, making it suitable for employment uses, particularly industrial and logistics. Surroundings are rural, with some commercial development to the north. 6.536 Key constraints include public rights of way, nearby ecological assets (including Ancient Woodland), and potential landscape and visual impacts. These can be addressed through comprehensive masterplanning, including green infrastructure, landscaping, and sensitive design. Development will require access improvements, utilities, and sustainable drainage, with opportunities to deliver significant green infrastructure and biodiversity net gain.
