Gypsy & Traveller sites

Pitches and plots for Gypsies, Travellers and Travelling Showpeople.

22 sections of the plan, in document order.

The human version (we wrote this, not the council)This policy addresses accommodation for Gypsies, Travellers and Travelling Showpeople. The council's 2025 assessment identifies a need for 37 pitches for Gypsies and Travellers and 6 plots for Travelling Showpeople who meet the national planning definition, plus further need from households whose status is undetermined. Applications will be judged against criteria covering flood risk, impact on wildlife, heritage, landscape and Green Belt openness, access to services and the road network, site design and servicing, and the scale of the site relative to the settled community. Existing sites are safeguarded while a need remains.

The human version (we wrote this, not the council)This section introduces the plan's approach to accommodation for Gypsies, Travellers and Travelling Showpeople. National policy requires the housing needs of these groups to be assessed and planned for. The council will meet identified needs on suitable sites in sustainable locations and maintain a five-year supply of pitches and plots, guided by its Gypsy and Traveller Accommodation Assessment of July 2025. Existing sites will be safeguarded while need remains, and needs will be met through a mix of safeguarding, extending existing sites and allocating new ones.

The human version (we wrote this, not the council)This section sets out the site allocations for Gypsies and Travellers. The needs assessment found a need for 37 pitches, plus 4 pitches from households with undetermined need. Eight sites, references GT1 to GT8, are allocated with a combined capacity of 83 pitches, all in the Green Belt. Most are existing safeguarded sites; GT3 is expanded and GT5 intensified, while GT6 near Kings Langley and GT7 at Maple Cross are new sites providing 4 and 15 pitches. Housing site H41 at Mill End must also provide at least 7 pitches.

The human version (we wrote this, not the council)This section sets out the site allocations for Travelling Showpeople. The needs assessment found a need for 6 plots, plus 10 plots from households with undetermined need. Five yards are allocated with a combined capacity of 49 plots, all in the Green Belt. Two yards behind Uxbridge Road in Mill End, TSP1 and TSP2, are safeguarded and intensified, adding 3 and 9 plots respectively. The remaining yards at Carpenders Park and Sarratt, TSP3 to TSP5, are safeguarded but cannot be expanded due to site constraints.

Tips for a response that counts

One focused page beats ten rambling ones. Read the full guide to consultations

  1. Submit a formal representation. This is the only response that must be considered at the plan’s independent examination. The emails below are worth sending too, but they do not count as representations. Open the official response portal

This portal is one form for the whole plan, and it asks which policy or site allocation you are commenting on. Quote the policy reference and page numbers shown here in your answer so your point is logged against the right part.

Write your comments before you open the portal: a notes app, an email draft or paper all work. Paste each one in and keep a copy. Ticking policies as you read builds the draft for you on the My response page.

  2. Email your ward councillors. They voted on this plan and represent you. The draft raises the consultation window and the missing costs.
